Leeds Existing Station Programme (LESP)

Project 

Leeds is one of the busiest stations in the north of England with approximately thirty-two million passengers using the station a year prior to the pandemic and has seen consistent growth of over 5 percent per annum and has consistently exceeded industry forecasts. The Leeds Existing Station Programme (LESP) sets out to deliver a safer, more resilient, and efficient Leeds station, enabling it to safely accommodate passenger growth whilst delivering a better experience for passengers. 

Scope 

Engagement by BAM Nuttall under the Network Rail Agile Client Eastern (ACE) delivery model to provide project controls, risk, and value management consultancy services. 

Requirements 

Equib have facilitated and produced baseline documentation for Minimum Viable Product assessments, facilitation of risk workshops, and risk data system management. This information then informs the Quantitative Cost Risk Analysis and Quantitative Schedule Risk Analysis undertaken by Equib to understand the risk profile and contingency allowance for the project. Profiling of risk exposure over time to inform contingency review and release points aids the client in cost forecasting. Equib also lead on the project control’s function providing integration between risk management, change management, schedule, and reporting. Speed assessments were undertaken with key stakeholders and trackers have been developed to monitor progress against commitments. 

Equib has been instrumental in developing the risk management strategy to enable the funding release from the DfT and leading on the tender negotiations to enable BAM to get into contract with Network Rail to deliver the detailed design phase of the project. This has included an innovative approach to the allocation of risk between client and contractor. 

Engagement 

The management of risk on the LESP programme requires a collaborative approach to the integration and management of client risk processes with the newly developed ACE model. Equib’s approach involves close engagement with all parties within the supply chain and client base including the commercial, proposals and project teams. Focus was given to risks throughout the project life cycle to ensure that delivery risks are addressed through the early development stages.
