Network Rail: Crossrail Surface Works

Equib was initially engaged to provide maternity cover for the Risk Manager and has been retained to manage and enhance the entire risk management process and procedures for the Programme.

Project:

Crossrail is the largest civil engineering project currently being undertaken in Europe comprising the construction of a new underground railway under central London along with the associated stations and supporting infrastructure works. The value of the works is approximately £15bn. Network Rail secured the delivery of the “On-Network” works to support the introduction of the Crossrail service from the tunnel portals to Shenfield and Abbey Wood in the East and Reading in the West. The project has been let as an £2.3bn overall target price, with delivery programmed for completion in September 2018 to support the entry into operation of new Crossrail rolling stock across the full Crossrail network. The works include:

Delivery of the signalling, stations, track infrastructure, depot connections and major civil engineering works at the Stockley Fly Over and Acton Dive Under

Responsibility for the delivery of the Intercity Express Programme (IEP) and Great Western Electrification Programme (GWEP) scope within the NR Crossrail geographical area as well as additional scope from HS2 and other third parties.

Services:

Equib was initially engaged to provide maternity cover for the Network Rail Risk & Value Manager. Based on our performance in the role and changes to the Network Rail organisation, we were then retained to deliver the risk management processes for the programme. Equib now has a manager and four senior analysts working on the programme. The services include:

  • Provision of the full range of quantitative risk analysis and management for both cost and time at the project, spur and programme levels

  • Leadership of the risk team to achieve the risk & value management objectives for the programme

  • Management of the “Delivering Work Within Possessions” (DWWP) QSRA process and deliverables

  • Refreshing the risk processes and registers to align with the changing contractual position with the management and review of both active and controlled risks

  • Profiling of the risk exposure to the completion of the programme to inform potential contingency review and release points

  • Provision of Value Management interventions for options development, option selection, Value Engineering and lessons learnt throughout the project lifecycle

  • Transfer of knowledge and provision of training to Network Rail project team, risk analysts and risk assistants
